The Abilene ISD board of trustees is set to approve a budget and salary schedule for employees when it meets Monday night, and though it may include a slight bump in teacher and support staff wages, it's likely that the average teacher salary in AISD will drop to about $44,000 for the 2011 12 school year, said Mark Neal, associate superintendent for legal and human resources. In a move to cut costs, dozens of highly paid educators retired with an incentive, and some of them were replaced with less experienced workers.
Of the top 20 salaries paid to teachers across the seven districts, Midland ISD had 14, followed by three in Abilene, two in San Angelo and one in Wylie ISD. Midland ISD is the biggest of the districts in terms of employment, followed by the Tyler, Abilene, Waco, San Angelo, Wichita Falls and Wylie school districts.
Lambert said that over the next three to five years, the school district likely will begin the effort to raise salaries across the board.
The analysis shows that Abilene ISD's educators, independent of administrators and support staff, also have the lowest average salary among the six similarly sized districts, but Wylie's average teacher pay is lowest.
The proposal they'll consider calls for freezing administrative salaries for the next year, while providing a bump to support staff and teacher wages, Neal said.
"An across the board percentage increase of a significant amount would be difficult under the current economic climate of the school district, simply because our budget is so tight and we've been looking to save money," Neal said. "I think all of our employees realize that it's been a difficult and challenging year all around on the financial front."
Of the assistant or associate superintendents in the seven school districts, Neal is the fifth highest paid at about $132,600 a year, behind three assistant superintendents from Midland and a deputy superintendent from Tyler. AISD's Cathy Ashby, associate superintendent of curriculum and instruction, is the sixth highest paid associate superintendent at about $130,490 annually.
Teachers are paid on a salary schedule that's based on their years of experience. Typically, every level on the scale increases 2 percent to 3 percent each year, so that, for example, a second year teacher would make slightly more than a second year teacher earned the year before, Neal said.
Lambert said that it is important to pay top administrators a competitive salary to lure them to Abilene and then to keep them in the school district. He said the same rule is true for teachers.
In AISD, teachers make about $44,460 annually, compared with $45,200 in Waco ISD and up to $48,470 in Midland ISD.
This year, there likely will be minor adjustments to the salary schedule so that less experienced teachers see a slight boost in pay, but it won't be possible to increase the entire scale, Neal said.
Abilene Independent School District employees earn the lowest average salary of seven Texas school districts studied by the Abilene Reporter News, while local administrators are among the highest paid of their peers.
The percentage of staff members who were paid more than $60,000 ranges from a low of 4.7 percent in Waco to a high of 9.4 percent in Midland. About 6.8 percent of Abilene ISD's employees earn more than $60,000, the second highest percentage of the six similarly sized districts. About 4 percent of Wylie's staff members are paid above $60,000.

AISD employed about 2,390 workers at the end of the 2010 11 school year, and their average salary was about $35,090.
"Right now, our hourly pay is competitive with this market," Burns said. "However, I think it is incumbent on us to do more for our people."
The average salaries for workers in five school districts of similar size to AISD ranged from a low of about $36,140 in San Angelo ISD to a high of about $42,575 in Midland ISD. The average salary in Wylie ISD which is much smaller than the other districts studied was about $35,400.
Lambert said the school district's associate superintendents are a versatile group who play important roles in leading AISD on a path to success. As an example, he pointed to Neal, the associate superintendent, who has administrative responsibilities and serves as the school district's lawyer.
AISD school board President Stan Lambert said he believes the school district should bring wages up to a competitive rate for all employees but he also noted that "it can't all be done at once."
